Ask ten people on a construction site how tall a balcony guard has to be and nine will say forty-two inches. They are usually right. What trips projects up is not the number — it is the three questions sitting behind it: which code edition is actually in force in that jurisdiction, what surface the 1,070 mm is measured from, and who has to sign off on the fact that it was achieved. We supply guards on projects across Canada and into the northeastern United States, and the height requirement is the most consistent thing in Canadian railing code. The administration around it is the part that varies.
First question: is a guard required at all?
Before height, there is a trigger. The National Building Code requires a guard wherever there is a difference in elevation of more than 600 mm between a walking surface and the surface below, along with specific requirements at stairs, ramps, landings, mezzanines and openings in floors. Below 600 mm, a guard is generally not required — though designers frequently add one anyway for liability or aesthetic continuity, and once you add it voluntarily, the authority having jurisdiction will typically expect it to meet the code requirements for a guard.
This matters more than it sounds. Podium terraces, planted roof decks and stepped amenity levels often sit right around that threshold. A 550 mm drop needs nothing; a 650 mm drop needs a fully engineered, load-rated guard, and late landscape changes are a common way that line gets crossed after the railing budget is set.
The 1,070 mm baseline — and the exceptions
For the buildings our clients typically build — Part 3 construction, meaning multi-unit residential, commercial, institutional and assembly buildings — the guard height minimum is 1,070 mm measured from the walking surface to the top of the guard. That applies to balconies, terraces, mezzanine edges, exterior walkways and landings. It is the number to design to for essentially every condo, rental, hotel, office and institutional project across the country.
The 900 mm figure that circulates alongside it is real but narrow. In the NBC it applies chiefly to guards within dwelling units — including the interior stair guards inside a unit — and in houses to exterior guards where the drop is relatively modest. There is a second reduction that catches people out: guards along a flight of stairs are permitted to be lower than guards at landings and balconies, and they are measured vertically from a line drawn through the tread nosings rather than from a floor surface. The stair-flight minimum for Part 3 buildings sits somewhat above 900 mm, so confirm the figure against the edition in force rather than assuming 1,070 mm applies everywhere on a stair. If you are designing a townhouse block, a stacked-townhouse project or a suite with an internal stair to a private terrace, you are working across more than one height requirement in the same building, and the transitions between them need to be drawn, not improvised in the field.
Measure from the finished walking surface, not the slab
This is the single most common way a compliant design becomes a non-compliant installation. The code measures guard height from the walking surface. Not the structural slab, not the waterproofing membrane — the surface people actually stand on when the building opens.
- Pedestal paver systems on balconies and terraces routinely add 40 to 100 mm above the structural slab. A guard set at exactly 1,070 mm from the slab becomes a 990 mm guard once the pavers land.
- Interior topping slabs, gypsum underlayment, and acoustic mat assemblies add 20 to 65 mm at mezzanine and open-to-below edges.
- Exterior wood or composite decking over sleepers on a wood-frame podium can add 100 mm or more.
- On stairs, guard height is measured from a line drawn through the tread nosings — so a guard that measures correctly at a landing can fail on the flight beside it.
- Roof deck landscaping and drainage boards under amenity paving are often finalized after railing shop drawings are approved.
The fix is procedural, not technical: the shop drawing has to state the assumed finished floor elevation at every guard condition, and someone has to confirm it against the architectural sections before fabrication releases. It costs nothing to catch on paper and costs a floor of rework to catch on site.
A guard that is 1,070 mm above the slab and 1,010 mm above the pavers is not a close call. It is a deficiency, and it is found by an inspector with a tape measure in about four seconds.
What actually varies province to province
Canada has one model code and thirteen adopting jurisdictions. Provinces and territories adopt the National Building Code, usually with amendments, and always on their own schedule. The practical effect for railings is that the height requirement stays essentially constant while the edition in force, the enforcement structure and the documentation burden shift as you cross a border.
- British Columbia publishes its own BC Building Code based on the NBC, and the City of Vancouver operates under a separate building by-law entirely. BC also has a long-standing focus on glass guard performance following high-rise glass failures in Vancouver.
- Alberta adopts the NBC as a provincial edition under the Safety Codes Act, administered through accredited municipalities and agencies rather than a single provincial reviewer.
- Ontario maintains its own Building Code regulation, most recently updated to align much more closely with the NBC. Ontario also layers accessibility requirements onto exterior paths of travel through separate provincial legislation.
- Quebec adopts the NBC through its Construction Code with provincial amendments, administered by the RBQ, and adds contractor licensing requirements that catch out-of-province suppliers. We cover the Quebec balcony railing situation in detail separately.
- Nova Scotia, New Brunswick, PEI and Newfoundland and Labrador adopt the NBC with comparatively few changes, which is why an Atlantic Canada project is often the cleanest code path — though coastal exposure drives material and load decisions hard, as our Halifax work shows.
- Manitoba and Saskatchewan adopt the NBC with provincial amendments; the Prairies also carry meaningful snow and wind load differences that affect guard and infill design more than guard height.
Two consequences follow. Confirm the edition in force at permit application rather than the newest published edition, and remember that the engineer sealing the guard design must be licensed in the province where the building is. A stamp is a jurisdictional licence, not a national credential.
Do not confuse guard height with handrail height
A guard prevents a fall. A handrail is something you hold. They are governed by different numbers and they are frequently conflated in specifications. Handrail height in the NBC falls in a range measured above the stair nosing line or landing surface — roughly 865 mm to 1,070 mm — and barrier-free requirements narrow that range further and add extension, clearance and graspability rules. A stair can require both: a guard at the open side, set at the stair-guard height measured from the nosing line, and a graspable handrail within the handrail range, mounted to the guard or to the adjacent wall.
When a stair guard carries the handrail, both dimensions have to be resolved on the same drawing at shop drawing stage. Retrofitting a graspable handrail onto an installed guard is one of the more expensive small change orders in the business.
Documenting that you met it
Meeting 1,070 mm is easy. Proving you met it at every one of several hundred balconies is a documentation exercise. On our projects the guard height at each typical condition is dimensioned on the sealed shop drawing, the finished floor assumption is stated, and our own installation crews measure to the finish surface rather than the slab — because they are the same people who will be back if it is wrong.
